Benefits & Incentives
Health Insurance
Full-time employees working 30 hours or more per week are eligible to enroll in the Government of the Virgin Islands (GVI) group health plan, including coverage for eligible dependents.
Eligible dependents include:
- Legal spouse
- Children (natural, adopted, or stepchildren) up to age 26
- Disabled dependent child
Employees must enroll within 30 days of hire unless proof of other coverage is provided. If enrollment is not completed within this timeframe, employees will be automatically enrolled in single coverage.
Cost of Coverage
The Government of the Virgin Islands (GVI) contributes toward the cost of Health Insurance for each employee enrolled under the Group Health Insurance Program.
Dental Insurance
As a condition of participation, all employees must enroll in medical coverage to qualify for Dental Insurance.
Employees receive a complementary basic non-contributory $10,000 basic life insurance benefit. Enrollment and beneficiary designation are required for coverage to take effect.
Optional Supplemental Coverage
Employees may elect additional life insurance coverage at their own cost. Options include:
- Multiples of base salary (1x–4x), or
- Fixed amounts ranging from $10,000 to $150,000
Additional coverage may require evidence of insurability if elected after initial enrollment.
Life insurance benefits are payable to the designated beneficiary in accordance with the insurance carrier’s terms and conditions.
In addition to core medical, dental, and life insurance benefits, employees may elect voluntary supplemental coverage options.

These plans are voluntary and are not contributed to by the Government of the Virgin Islands (GVI).
Employees who choose not to enroll in medical coverage may still enroll in supplemental insurance options.
It is the policy of the Government of the Virgin Islands (GVI) to provide a reasonable relocation allowance inclusive of airfare, to eligible employees, based on their employment contract, to help defray the costs associated with relocation from outside the Virgin Islands to accept employment with the GVI. This allowance is made in lieu of any and all claims for reimbursement of relocation and moving expenses.
This policy applies to new employees recruited from off-island and who are approved by the Department Head to receive the benefit of a relocation allowance for moving and relocation expenses.
The Government of the Virgin Islands (GVI) offers a confidential, voluntary Employee Assistance Program (EAP) for employees and their families. The EAP provides support for financial, legal, marital, substance use, emotional, childcare, and other personal challenges. Employees are encouraged to use this valuable benefit to support their well-being and maintain effective workplace operations.
This policy applies to new employees recruited from off-island and who are approved by the Department Head to receive the benefit of a relocation allowance for moving and relocation expenses.
Employees working 20 hours or more per week on a regular appointment are eligible to participate.
GERS is a defined benefit retirement plan funded by both employer and employee contributions. Retirement benefits are based on age, years of service, and salary history.
Vesting
Members become vested in the retirement system after ten (10) years of credited service.
Retirement Eligibility
- 40 years of service – Retirement at any age with full benefits
- 30 years of service – Retirement at any age
- Age 50 with 10 years of service – Retirement with reduced benefits
Retirement Benefits
Vested participants should contact GERS for detailed retirement benefit information at least one year but no later than six months prior to the retirement date.
Military Service Credit
Qualified members may receive military service credit toward retirement. Vested participants should contact GERS for details.
Morris F. de Castro Fellowship
After one year of service, nominated employees may be eligible for a $45,000 grant to pursue advanced studies or specialized training in areas vital to government service.
Virgin Islands Public Manager® (CPM) Program
Eligible employees with at least two years of service may participate in an 18-month, nationally accredited management development program in partnership with the University of the Virgin Islands.
Executive Leadership Development Program (ELDP)
Eligible employees with at least two years of service may attend a nine-month off-island leadership development program through the U.S. Department of the Interior.

Career Incentive Pay
Pay differentials are offered as a reward for an eligible employee furthering their education in their respective field of fire, police, marshal services, and corrections.
Holiday Pay
The Government of the Virgin Islands (GVI) offers 18 paid holidays annually.
Annual Leave
An employee may use annual leave for vacations, rest and relaxation, and personal business or emergencies. An employee has a right to take annual leave, subject to the right of the supervisor to schedule the time at which annual leave may be taken. An employee will receive a lump-sum payment for accumulated and accrued annual leave when he or she separates from the Government of the Virgin Islands (GVI):

Sick Leave
Provides income protection for regular employees who are absent from work due to their own, non-work related illness or injury, or for the care of an eligible family member. All permanent, probationary, and provisional full time or part time employee accrue sick leave at the rate of one-half day for each full pay period.
